Allan was born in Pennsylvania and has an undergraduate degree in social work and sociology from Ohio University and an MBA from NH College (now SNHU). He spent nearly 40 years as the Senior VP/CFO for Riverbend in Concord, NH, retiring in January 2020 just before the pandemic began. While working at Riverbend, Allan became interested in assisted living and developed the John H. Whitaker Place Assisted Living which was constructed from a sand lot and originally had 50 units (both Medicaid and private pay) when it first opened in 2000 and later expanded to 72 units. Allan then worked in purchasing a facility in Peterborough called Summerhill which had both memory-impaired and assisted care residents. Allan also managed a renovation of a 17-bed facility called Mill House which was a former McKerley Nursing Home. Allan became involved in the trade association (NH-ARCH) and was elected President for four years while being instrumental in re-writing regulations 804/805 (the code of regulations that govern Assisted Living facilities), including testifying multiple times in front of legislative committees. He has served on the Board and as the chair of the Finance Committee of the Board of Presidential Oaks in Concord and as President of the Board at John H. Whitaker Place for 20 years. Allan has also been chair for three different condominium associations and a subsidiary real estate company.
